Systems engineering is really about system integration, trying to effectively integrate all the parts to a complex technical project into a functioning overall system. So I guess a bottom-up approach is really one where we think about designing the context that enables synergistic interactions between the parts and thus the emergence of global coordination without that being imposed. As an example in urban design we might think about laying out the guidelines for the development of the urban space but then let developers or even users build within that.
